Enrollment counts in Michigan are conducted in the spring and fall and a school district can have different enrollment figures depending on the time attendance is measured.
In the state of Michigan, enrollment is the biggest factor in determining funding. Detroit Public Schools Community District will receive a minimum of $9,608 per pupil in what is called the “foundation allowance.” That’s the amount of money that follows each student to whatever district that student attends. But on top of the foundation allowance, many federal grants are based on student enrollment, so it would mean more federal funding, too.
