FLINT, Mich. (Michigan News Source) – The city of Flint wants to add to its ordinance a prohibition of illegal use of controlled substances by elected officials while on city property or engaged on city business.

The ordinance is on the Oct. 8 agenda of the city’s Legislative Committee meeting.

The proposed ordinance would also subject elected officials to drug testing policies applicable to city of Flint employees if they are involved in an accident resulting in injuries to others or damage to city property.

Elected officials would also be subject to any randomized or suspicion-based drug testing policies applicable in general to city of Flint employees.

Council drama.

The Flint city council triggered controversy in September when it presented a resolution asking fellow city council member Leon El-Alamin to voluntarily step down until his criminal domestic violence case is resolved.

The First Ward councilman has been charged in Genesee County with intent to do great bodily harm less than murder, a felony, and domestic violence, a misdemeanor, according to the resolution. The incident happened July 10, 2025.

El-Alamin attended the Sept. 8 city council meeting and stated the legal process should be allowed to unfold, according to WNEM.
