LANSING, Mich. (Michigan News Source) – A pair of Michigan lawmakers is looking to spare everyone from annoying spam calls and texts.

State Reps. Rylee Linting (R-Wyandotte) and Joe Aragona (R-Clinton Township) introduced House Bills 6393 and 6394. The bills would require prior written consent for certain autodialed, prerecorded and AI-generated sales calls and texts. They would also recognize the National Do Not Call Registry and limit permitted solicitation calls to between 8 a.m. and 9 p.m.

Linting said phone solicitation has become intrusive and can mislead or exploit vulnerable residents. “A vast majority of people can agree – phone solicitation is out of control and we’re at a point where enough is enough,” said Linting. “Not only is it bothersome in general, it’s often misleading or predatory and takes advantage of our most vulnerable residents.”

Rep. Aragona agreed with his colleague, saying he’s frustrated by these calls, too. “People should not have to repeatedly deal with automated sales calls and messages simply because technology has made it easier and cheaper for companies to reach thousands of people at once,” he said.

Exceptions and Enforcement

The bills include exceptions for emergency messages, package deliveries, fraud alerts, health care reminders and nonprofit operations. Complaints could be referred to the Michigan attorney general’s office, and violators could face civil fines of up to $500.

The attorney general’s office would also report annually to the Legislature on complaints, cease-and-desist letters and fines.

Out-of-range Troublemakers

The lawmakers said much of the problem stems from illegal robo-callers and scammers exist centered overseas. YouMail estimates that U.S. consumers received 4.35 billion robocalls in July 2026. A separate 2021 survey conducted for Truecaller estimated that Americans lost $29.8 billion to phone scams over the preceding 12 months.

Both bills have been referred to the House Regulatory Reform Committee.
