A private investigator’s report stated Musa was found to reside in Warren while Mahmood lived in Troy.

The private investigator, hired by the city, stated that residency for both council members was determined “through investigative database and other public records and was verified by surveillance as well as by neighborhood canvass.”

The investigator also found a federal tax lien against Mahmood for $32,575 in Oakland County.

Musa and Mahmood didn’t immediately return an email seeking comment.

The city council must now determine whether to vacate the seats. The process involves the city attorney filing a complaint against the two council members and they would have an opportunity for a hearing before the city council and present witnesses and to cross-examine witnesses.
