SAGINAW, Mich. (Michigan News Source) – A former Saginaw physician is facing charges after allegedly billing Michigan’s Medicaid program for phantom services.
The Michigan Attorney General’s Office says 61-year-old James Carthron is charged with 23 counts of Medicaid fraud after officials say he never provided the telephone services claimed on billing forms between May 2024 and Sept. 2024.

“Millions of Michigan residents rely on the Medicaid program for their healthcare services, and we must defend it from fraud and bad actors,” said Michigan Attorney General Dana Nessel.
Carthron received a $50,000 personal recognizance bond and is due back in court on August 22; a preliminary examination is scheduled for August 28.
