LANSING, Mich. (Michigan News Source) – Michigan Rep. Steve Carra (R-Three Rivers) announced on Tuesday in a press release that he will be informing Democratic Michigan Governor Gretchen Whitmer that he will file a lawsuit against her if she signs House Bill 4474 into law.
The bill, which has been referred to as the “hate crimes bill” has passed the Michigan House and is currently in the committee on Civil Rights, Judiciary and Public Safety in the Senate.

The partisan bill, which is sponsored by 45 Democrats, has been condemned by many media outlets and constitutionalists as being unconstitutional and an attack on the free speech rights guaranteed in the first amendment.
As reported previously by Michigan News Source, HB 4474 makes it illegal to “intimidate” someone and to make them feel “frightened” or “threatened.” The bill also specifically addresses “sexual orientation” and “gender identity or expression” as a protected class (characteristic). But it’s not necessarily an “actual” characteristic the Democrats are protecting, they have also put in the legislation that it can be a “perceived” characteristic. Additionally, also protected who are in “association” or “affiliation” with an individual or group of individuals in whole or part based on a protected characteristic described in the legislation.
Rep. Carra says, “While harassment is wrong, the broadness of the definitions in this legislation will be used as a political weapon to compel speech or outright silence individuals. We have seen laws in other Western nations, like the United Kingdom, Canada and Germany, which were written with the intent to protect individuals from ‘hate speech.’ As a result of broad definitions and twisted political efforts, the enforcement of these laws has repeatedly targeted individuals who do not go along with the radical left agenda.”
Carra continues to say, “Democrat politicians love to scream from the rooftops about Republicans ‘burning books’ for wanting to keep pornography out of taxpayer-funded school libraries but don’t blink an eye passing legislation that intimidates and suppresses free speech. Activists within our judicial system can levy massive fines and possible prison time of up to five years if someone does not comply with their oppressive tactics.”
Carra says that everyone’s rights and way of life are under attack by a mob of extremists. He said, “Their movement has gone from ‘love and tolerance’ to ‘believe what I believe or else.’ The time to stand up against these bullies is now. In the past, I have successfully sued Secretary of State Jocelyn Benson on an election-related matter, and I intend to sue Governor Whitmer should she sign HB 4474 into law. Like other laws this governor has signed, this is unconstitutional and must not be enacted.”
